After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas. Job Description The incumbent will be responsible for ensuring adequate monitoring of the project in line with donor requirements while adding value and improving programming through timely provision of quality monitoring and evaluation information. Key duties and Responsibilities • Receives project M&E framework and develops and regularly updates M&E activity plan and submits to Project Manager for approval. • Receives project database and supports data inputs and administration • Supports in the baseline, midline and endline evaluation • Ensure proper documentation of data collected through M&E Assistants, such as PDM reports, market surveys, FGD and community meetings • Consolidate PDM, market and other surveys at district level for further analysis • Provides technical assistance to project staff, partners and stakeholders on M&E systems • Produces reports with analysed data on project surveys and submits to the Project Manager • Produces, compiles and aggregates qualitative data and documents such as lessons learnt summaries, Most Significant Change stories, and submits to Project Manager • Induction and capacity building of staff on humanitarian accountability framework • Conduct Accountability assessment • Establishes relevant complaints and feedback mechanisms in target communities • Follows up on accountability issues emanating from the field, in coordination with field staff, and devising action plans to resolve issues • Works with M&E Team to assess the project’s adherence to CARE’s humanitarian accountability framework • Provide support to partner field staff in stakeholder coordination as needed. • Ensures that IASC core principles and Safeguarding standards are met and maintained accordingly. • Ensures that Safeguarding information is disseminated to the relevant stakeholders.
Qualifications • Degree in Humanitarian Response, Development Studies, Social Work or equivalent • 3-5years working experience in Monitoring and Evaluation or related field • Experience in developing or working within a humanitarian accountability framework • Experience in humanitarian and/or social protection programs Additional Information • Superior training and facilitation skills
