The Assistant Director for Test Design, Educational Assessment & Measurement is the Head of Division and reports to the Director. I le/She is responsible for the following: KEY PERFORMANCE AREAS I. Supervising and coordinating the origination and the development of valid and reliable test instruments for Grade Seven, Ordinary and Advanced Level examinations 2. Setting and maintaining high quality assessment standards 3. Leading and supervising the administration of pre-tests and evaluation of assessment instruments and programmes 4. Providing data-driven insights and supporting the assessment of learning, using proven methods and standard data collection techniques 5. Ensuring that extensive research is carried out on new assessment trends in order to apply new test design methods 6. Developing appropriate test design instruments for different career pathways as demanded by the Ministry of Primary and Secondary Education curriculum 7. Maintaining and sustaining an adequately resourced and secure item bank for Grade 7,0 and A level Examinations 8. Participating in local, regional and international fora in educational assessment discourse to inform policy on assessment 9. Supervising the work of Assessment Analysts to support the vision of the Directorate in producing valid and reliable assessment instruments 10. Staying abreast of innovations in both formative and summative assessments Overseeing the g rading of candidates' work
QUALIFICATIONS AND EXPERIENCE The incumbent should possess the following: o At least a Master's degree in a computer-related area o A minimum of eight years of work experience managing computing resources including experience with the design and maintenance of a multi-vendor computing environment o A minimum of five years of comprehensive experience involving project management o Experience with data servers and desktop computer applications, including email, internal, word processing, database, and spreadsheets is required o Work experience in an education environment is preferred SKILLS REQUIRED: o Strong supervisory, project management, administrative, budget management, and technical skills are required o A demonstrated ability to manage multiple technical projects with a high degree of detail while working with potentially short deadlines is required o An in-depth understanding of current and emerging information technologies is required o The ability to maintain confidentiality in regard to information processed, stored, transmitted, or accessed by the systems is required o Excellent verbal and written communication skills and proficiency in writing technical specification documents are required
