Position Title: DRR Field Officer

Reporting to: Project Coordinator

Location: chimanimani

Purpose of the position

World Vision is currently recruiting for a Disaster Risk Reduction (DRR) Field Officer. The DRR Field Officer will support the community based DRR project in providing preparedness and resilience related support to the Chimanimani Communities. This position is based in Chimanimani District, Zimbabwe. The Disaster Risk Reduction Field Officer will report to the Project Coordinator.

In close cooperation and supervision by the Project Coordinator

1. Identify the needs in terms of DRR vulnerability in Chimanimani District:

Participate to the preparation and development of community selection templates and collect data to identify the targeted communities in consultation with the Project Coordinator and District Civil Protection Committee (DCPC)

Ensure the relevance of timely interventions, the selection of communities and identification of key stakeholders;

Participate in the preparation and development of the baseline survey

Participate actively in hazard mapping, ranking and the analysis of risks, vulnerabilities and capacities in the communities selected to build resilience;

Participate in the monitoring, lessons learnt and evaluation during and at the end of the project.

Implement the agreed program design document with a focus on ensuring the community has a strong understanding of and plays a strong role in program outcome achievement.

Build effective partnerships with key stakeholders such as communities, leaders and provincial government.

Provide on-going monitoring of program activities and make recommendations for improvement where appropriate.

Write progress reports and Monthly Plan against activities.

2. Manage the implementation and monitor the activities of the project:

Ensure the appropriate implementation of the ADH funded Project in Chimanimani District

Ensure compliance to Donor and World Vision requirements /guidelines.

Respect the work plans and the dead lines of activities.

Organize the community work schedule in the targeted communities;

Monitor and control the quality of the project implementation in the communities and report any difficulty or problem to the DRR coordinator;

Mobilize village authority, village elders and communities for active participation in the project

Facilitate the development of community-based organization (CBO) on DRR.

Ensure that all Non-Food Items (NFIs) earmarked to target populations are properly handled, stored, transported, distributed, tracked, fully accounted for and reported on according to World Vision standard procedures and Donor policy.

3. Coordination and lateral relations:

Maintain regular contact with community leaders, community groups, religious groups, DRR clubs and in the selected communities as well as essential stakeholders for advocacy purposes

Collaborates and ensures relationship with the central government through the District Development Coordinator’s office and other partners

Develop and maintain an effective operational partnership with District and ward council authority and other local stakeholders as necessary;

Ensures smooth coordination and sharing of information with other partners at provincial and area council level.

4. Reporting

Collect and organize all field weekly/monthly reports and progress, and transmit it to the project coordinator;

Reports immediately any delay or problem encountered;

Contribute to the production of timely reports (narrative) - monthly, intermediate and final reports to the Project Coordinator

Work/Educational Requirements

QUALIFICATIONS AND EXPERIENCE REQUIRED

Degree in Social Sciences, Development Studies, Community Development, Disaster Management or any relevant qualification.

Three (3) years’ experience in project implementation. Have an experience in Community Based activity in Disaster Risk Reduction (CBDRM) and/or environment will be asset.

Knowledge of Disaster Management and Disaster Risk Reduction are key requirements.

A full understanding of the national Disaster Management structures is mandatory.

Training and workshop organizational skills on DRRM matters.

Strong reporting skills.

Stays open to internal and external feedback

Ability to work under minimum supervision and under severe pressure.

Demonstrated experience and competencies in at least two (2) of the following sectors:

Work in humanitarian field project

Disaster risk reduction activities (Vulnerability assessment, Risk zoning, emergency plan)

Community based program

Capacity building/training

Monitoring and evaluation of project
