Deadline: 26 January 2020 (12pm) Type of contract: Fixed term contract with trial period of three months Start Date: February 2020 Immediate Supervisor: Head of Mission / Country Representative Objective of the Post To define, implement, coordinate and supervise all operational communication activities according to MSF standards in the mission/ or during an emergency. The FCAM aims at building MSF visibility, acceptance and leverage inside the mission country and to integrate advocacy where relevant. To lead all advocacy activities in the Mission in tandem with the Head of Mission / Country Rep in line with MSF policies and values, following the Operational line and linked with the HQ Reflection Unit. Requirements On Communication Under supervision of the HOM/Country Rep and in cooperation with the Communications Advisor in the region the FCAM defines the communications strategy for the mission, advising on public positioning and remaining reactive to emergencies and crisis communications; The FCAM promotes the visibility of the organisation, improving awareness of its principles and work, reinforcing information on MSF activities among communities; The FCAM liaises with communications staff from other organisations and institutions, and will monitor and analyse the communication lines developed by actors of importance for MSF (authorities, armed groups, other NGOs…); The FCAM briefs spokespersons and assesses media training needs for key staff; He/she can play the role of a spokesperson when seen as opportune and necessary; The FCAM helps producing international comms content by providing data, information, quotes, testimonies, pictures, videos and other means to the Communication Advisor or the com person in charge of writing international comms contents at headquarter level; When judged opportune and strategic, he/ she uses social media (twitter, blogs, Facebook....) to promote MSF contents and visibility; The FCAM produces regular reports on achieved results and future priorities-Budget Management The FCAM will produce a yearly communications budget meant to support identified and agreed com priorities. This budget will be submitted for approval to the Head of Mission and Communications department at HQ. On Representation - Communication Link with other MSF sections in-country to develop inter-Operational Centre advocacy and/or communications initiatives; On request/project basis, interact with the international MSF advocacy network to provide updated contextualized medical-humanitarian content (country-level information) On Advocacy In liaison with HoM/Country Rep; Defining, implementing and coordinating all MSF advocacy activities, including responsibility for drafting advocacy strategies addressing medical-humanitarian priorities in relation to mission needs - ensure that advocacy components are included in project and mission operational strategies as member of the Country Management Team (CMT); Supervise the quality of field-level data collection (under MSF ethical guidelines) for operational and advocacy purpose; Draft ad hoc lobbying points and internal/external reports in relation to main medical-humanitarian concerns while strengthening the integration of humanitarian affairs (analysis, critical reflection, contextual understanding) and operational communications; Drafts regular situation reports for mission/HQ as well as reports for external use in line with mission advocacy strategy.
Qualification and Experience University Degree in Journalism, Communications, Humanitarian affairs, Political Sciences or related; Academic background to Masters’ level (anthropology/social/political sciences, law, Gender studies, Protection) with first-rate writing skills and excellent research / analytical skills; Essential previous working experience (at least 4 years) in communications, journalism or public relations; Essential: previous working experience in communications content production; Essential: Field humanitarian experience in similar contexts (conflict, disasters, resource-poor environments) – MSF or other humanitarian NGOs advocacy experience required; Essential English and at least one of the main Local Languages, both written and spoken; Essential computer literacy (database design/analysis, MS package, and internet-based research); Flexible with a good team working spirit
