Job Description

Contextual Background

Zimbabwe experienced torrential rainfall caused by Cyclone Idai from the 15th of March 2019 to the 17th of March 2019.Tropical Cyclone Idai which was downgraded to a tropical depression on the 16th of March 2019 caused high winds and heavy precipitation in Chimanimani, Chipinge, Buhera, Nyanga, Makoni, Mutare Rural, Mutasa and parts of Mutare Urban districts among other districts, causing riverine and flash flooding and subsequent deaths, destruction of livelihoods and properties. Chimanimani district is the most affected with two main centres having received the brunt of the cyclone, Ngangu Township of Chimanimani which experienced landslides and Kopa Growth point which experienced flash flooding which wiped out the entire business centre.


Job Responsibilities

Under the direct supervision of the Operations Coordinator, the Field Operations Manager is responsible to provide support and assistance to the IRC staff in matters related to Administration, Procurement, Security, Fleet Management, Assets and Logistics. The duties of the Field Operation Manager are as summarized below:


Ensure all service and lease contracts are up to date and renewed on time.
Ensure that all supplies, services and equipment required by teams and available in Chimanimani and Chipinge are procured and delivered on time in line with procurement policies and procedures.
Routine communication, coordination and planning with teams regarding the order and delivery of supplies.
Support the process of identifying capable suppliers and ensure that the field offices are following the IRC policies.
Generate and report any required data required by the Operations Coordinator or Program Manager.
Support in maintaining the SC filing system including PRs and Service Contracts.

Asset Management:

Understand, implement and maintain standard IRC asset management policies and procedures.
Maintain and update Asset Register, including details of asset transfer, asset repairs, asset disposals, breakdowns and purchase of new assets and attractive items.
Ensure all assets are tagged and relevant forms are signed before issued to staff members.
Ensure all office furniture and inventory are accounted for and have inventory numbers.
Carry out quarterly spot checks for assets and inventory to ensure records are up-to-date for condition and location.
Provide monthly inventory reports to IRC Field office to Operations Coordinator.


Oversee day-to-day operational support to the Cyclone IDAI response ensuring that the response is well resourced has adequate fleet and fuel resources.
Oversee spending and operational plans including procurement plans, ensuring collaboration and coordination with Programs and Human Resources.
 Hold the monthly Budget versus Actuals (BvA) meetings at field level with the field Finance Lead, and in collaboration with the Program Manager to address any over/under expenditure issues through jointly developed corrective plans;
In close collaboration with Program Manager, support the field-based team in proposal development efforts, including providing operational input into budgets. Ensure key support needs for the field site are budgeted in new proposals, and contribute to and review budgets to ensure that they are reasonable and sufficient to cover.
Handle operation petty cash for admin purpose 


Monitor the security situation and provide daily update to the Operations Coordinator
Manage security threats/risks in Chimanimani and Chipinge.
 Build the understanding of staff on the importance of security.
Map security local actors and liaise with local authorities.
Inform and coordinate with Ramadi Security and Safety Officer.

Fleet Management:

Ensure that IRC fleet is allocated in a transparent and correct manner.
Establish and enforce good fleet management practices, including driver supervision and dispatch mechanisms.
Prepare proper documentation for drivers’ overtime or excess KM payments and contract renewals in time.
Prepare and submit monthly Generator and vehicle report to the SC team in IRC Harare office 

Ensure necessary preventative maintenance, repair actions for all facilities are identified/resolved, utility bills paid on time and controlling intake/out-take of items from smaller stocks.

Work/Educational Requirements



·         Bachelor degree or Diploma in Supply Chain, Logistics, Procurement, Administration

Work Experience:

·         At least two years’ experience in a similar post

·         At least one year of experience of managing people.

·         INGO experience preferred

Demonstrated Skills and Competencies:

·         Strong computer skills required (Word, Excel, PowerPoint)

·         Ability to work independently

·         Good interpersonal, organizational, and time management skills

·         Excellent interpersonal and problem-solving skills and flexibility.

·         Ability to maintain the highest degree of discretion

·         Ability and willingness to work and travel throughout Iraq in IRC field locations.

Language Skills:   An ability to communicate clearly and effectively in English and Shona is required.
