Deadline: 27 January 2020 (5pm) Main responsibility: Ensure the quality and reliability of financial data, the quality and legality of HR and administrative management. Tasks and Responsibilities Financial, accounting and budgetary management: You are in charge of the financial management of the programs in Zimbabwe for the organization; Ensure the daily encoding of the accounting of the mission; Ensure the supervision, control and accounting consolidation of the mission; Participate in the development of budgets; Ensure budget follow-ups; Ensure a proper annual cash flow plan and management for the mission; Organize the movement of funds between headquarters and the mission; Analyze financial information and anticipate financial risks; Ensure good preparation and facilitation of internal and external audits; Enforce the implementation of financial procedures; Assist the general coordinator in fundraising and relations with donors Human Resource Management: Contribute to the reflection on the HR system of the mission and the management of the teams; Ensure the smooth running of national staff recruitment procedures; Develop and propose possible updates to the HR policy in terms of rules, procedures and tools; Participate in updating HR reference documents; Ensure the consistency of the salary scale, conduct its review if necessary; Establish staff employment contracts, renewals and endorsements; Identify training needs and set up a training plan for all employees; Create and maintain for each staff a paper and electronic file Administrative and legal management: Ensure tax and legal watch and ensure compliance with applicable laws; Participate in the negotiation and formalization of agreements and contracts. Manage their follow-up; Monitor the mission registration procedures; Organize legal protection and follow-up with a lawyer Representation: Participate in inter-admin meetings with other NGOs; Ensure official representation for the administrative management of the mission to the competent authorities Reporting: Participate in the reflection on the evolution of the mission and the programming of new projects and / or reorientation; Participate in the drafting of the financial parts of the funding requests and the intermediate and final donor reports; Participate in regular and ad-hoc team meetings and activities
The successful candidate should have First degree or similar in accountancy/financial management (desirable) or other relevant discipline, e.g. business studies, office administration, project administration, project management; Excellent abilities in accounting and financial administration including management of cash flows, balance sheets, sizable budgets (planning, monitoring, and reporting); High levels of proficiency in Excel and experience of using accounting packages; Knowledge of project management methodologies in a good governance context (including logical framework, project cycle management etc) and how to integrate good financial management into good project management; Excellent levels of spoken and written English; Experience of organizing a busy workload and working in a fast changing environment; Experience of procurement processes.
