Description

Reports To: Executive Director
Subordinates: Programme Officers, Provincial Coordinators

Key Responsibilities
Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of the Programme Strategy; Lead programme integration, creating a one programme approach and team culture for sharper impact of ZNNP+ work; Ensures the delivery of a programme with demonstrable impact and is accountable for overall programme quality and learning; Develop, implement and embed, a knowledge management system, that will ensure the sharing of knowledge across the programme; Oversees the development of programme and project improvement plans, to ensure effective and timely implementation of the projects and programme; Identify opportunities for funding to ensure the financial sustainability of ZNNP+; Oversee the partner portfolio, with specific reference to the identification of strategic partners, and building and maintaining these relationships; Building and developing an approach to programme quality, knowledge production and dissemination; Developing learning and knowledge management on programmes and encouraging innovation across the organisation; Oversee the compilation and authorisation of project and institutional reports, including maintenance of a reporting calendar; Maintain up to date database of donors and grants received; Oversee the performance of Programme Officers, Project Officers and Provincial Coordinators; Prepare and present to management the consolidated annual work plan, training programme and annual report; Provide guidance and coordination of HIV and AIDS programming in establishing, nurturing and capacity building of support structures for people living with HIV; Ensure implementation of projects in compliance with donor guidelines and procedures; To receive, control organisational funds and ensure that all expenditure is incurred in a bona fide manner and is genuinely supported; To ensure timely and accurate acquittals and reporting of all financial transactions; Capacity development of community structures for identification of critical HIV/TB/ NCDs advocacy issues for redress with relevant stakeholders; Providing high quality leadership and support to Programme Staff and campaign leads; With support from HR, manage the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters; Ensure that staff members are given opportunities for development and training, as discussed and agreed, and provide support to the capacity building planning for programme positions; Ensure an efficient and relevant staffing structure and lead structural change processes when necessary; Build a high-performance culture in the programmes team; Any other duties assigned by the immediate supervisor.

Work/Educational Requirements

Qualifications and technical skills

Education

Essential: University Degree (BA, BSc), Computer literate (Word, Excel, PowerPoint).
Desirable: Masters level degree in Social Science or related subject.

Experience

Essential: At least 8 years’ experience in project planning and management, monitoring and evaluating community development work, preferably in HIV; Setting up new projects and programmes; Understanding of and working with monitoring and evaluation frameworks; Demonstrated commitment to working with PLHIV (including key populations, women, children and youths); Possession of a clean class 4 driver’s licence with at least 3 years’ experience; Ability to work with minimum supervision; Ability to communicate at all levels.

Desirable: Developing Private and Public sector Partnerships; Using technology to address development challenges.
