Job Description

ü  Identify training and development needs within Parliament through job analysis, appraisal schemes and regular consultation with managers, supervisors and staff:

ü  Design and expand training and development programmes based on the needs of the organisation and the individual:

ü  Plan and assess the 'return on investment' of any training or development programme;

ü  Develop effective induction programmes for new staff and student attachés;

ü  Monitor and review the progress of trainees;

ü  Conduct appraisals and devise individual learning plans;

ü  Produce training materials for in-house development programmes;

ü  Manage the delivery of training and development programmes;

ü  Evaluate training and development programmes;

ü  Ensure that statutory training requirements are met; and


ü  Performs any other human resources duties as assigned by the Director Human Resources

Work/Educational Requirements

Minimum Qualifications and Personnel Specifications

Ø  Honours Degree in Human Resources Management, Psychology, Social Sciences

Ø  IPMZ Diploma in Training Management or equivalent

Ø  5 “O” Levels, including English Language and Maths

Ø  Five years relevant experience in a public institution

Ø  Effective communication and presentation skills

Ø  Ability to work under  pressure  with minimal supervision

Ø  Knowledge of Quality Management System (QMS) ISO 9001:2015 will be an added advantage
