Job Title Procurement and Administration Manager Company Higher Life Foundation Reporting To Finance Director Job Type Classification Long Term Contract Location - Country Zimbabwe Location - Town / City Harare Job Purpose The incumbent will be responsible for the effective management of the organisation’s procurement and administration functions in line with Higherlife Foundations’ strategic objectives. The 3 key pillars of the role are Procurement management, Fleet administration, Facilities maintenance. The support required from the role is an enabler to attaining Higherlife Foundation’s vision in Human Capital Development for Sustainable Livelihoods.
• Degree in Business Studies/Administration/Procurement & Logistics or equivalent. • An MBA will be an added advantage • A professional qualification such as CIPS or equivalent will be an added advantage. • At least 6 years’ experience in a similar or related environment • Emotional Intelligence • Agility , analytical and critical thinker • Ability to manage difficult conversations • Energetic individual who is able to work in a fast paced, dynamic and performance driven environment • Clean Class 4 Drivers licence a must.
• Contributes to strategy roll out and ensures timely deployment of resources to meet the set goals • Preparation of annual Business plans , budgets and procurement activity plan forecasting • Oversees the process of selecting suppliers of goods and services (i.e. bid solicitation, bid evaluation and award of contracts/purchase orders) • Leads supplier due diligence process to check manufacturing, technical and financial capabilities to ensure the organization contracts with best suppliers • Negotiates contracts with both local and international suppliers against the best possible legal and commercial terms and conditions to optimise total cost of ownership for purchased goods and services • Monitors supplier performance and manages the supplier performance evaluation process to ensure best value for purchased goods and services • Interfaces with internal customers (user departments) as well as suppliers, inspectors, clearing agents and freight forwarders to ensure orders are placed and completed on schedule. • Explores new and alternative sources of supply both locally and internationally to widen supplier base and leads ongoing supplier base research on supply options and sourcing trends • Directs spend analysis/reporting activities to monitor cost of purchased items • Contribute in the design, development, implementation and maintenance of procurement and logistics policies, processes and procedures in order to achieve the most cost-effective processes for the organization, leading to operational excellence • Audits and monitors all procurement policies and procedures to ensure relevant shared information is obtained for competitive purchasing analysis, internal audits and performance and compliance measurement • Manages HLF’s fleet in line with the Motor Vehicle policy • Ensures that all HLF vehicles are road worthy and statutorily compliant in areas such as insurance & Zinara licensing • Manages and tracks motor vehicle repairs against budgets for efficient utilisation of funds • Convenes Vehicle Care Committee (VCCs) meetings, keeps a record of the proceedings and communicates verdicts • Reviews fuel usage reports and investigates variances • Maintains adequate fuel stock levels through monitoring daily submitted fuel stock level report, daily fuel usage and liaising with procurement in order to ensure adequate fuel availability. • Ensures that all office facilities & equipment are functional all the time and arranges for any repairs, replacements and maintenance as necessary • Negotiates and reviews lease agreements with landlords and tenants and ensures compliance for all leased properties. • Ensures that procedures for Safety, Health and Environment are in place and monitors adherence by all staff. • Build a high-performance team and continuously monitor the overall performance of the team so as to ensure efficient and customer focused execution and delivery to internal customers • Identify development opportunities for team members and provide timely feedback to ensure effective management and continuous performance • Manage and implement required training for all team members
