Research on Corruption - Strategy Oriented Research: The International Commission of Jurists
Deadline: 20 February 2020 (5pm)

Background
The International Commission of Jurists is an international organization which was established in 1952 and is active in all continents. It works to promote human rights through the rule of law, by using its unique legal expertise to develop and strengthen national and international justice systems; This research seeks to investigate and examine causes, forms and opportunities of corruption in the justice sector as well as its effects on the country’s development and on individuals; The research will evaluate the existing anti-corruption efforts by the justice sector and government, to establish their strengths, weaknesses, successes and failures; The research will provide recommendations to combat corruption, which will be shared with the justice sector actors; The findings of this research will inform the development of the strategy to combat corruption in the justice sector.

Objectives
The primary objective is to produce a report on the causes, forms and opportunities of corruption in the justice sector as well as its effects and recommendations to combat corruption.

Scope of Work
The Consultant’s work will be based on comprehensive terms of reference in the consultancy contract.

Expected Deliverables
A final report on the causes, forms, opportunities and effects of corruption in the justice sector- Recommendations on how to combat challenges associated with Corruption; The Consultant will facilitate the co-ordination of a validation workshop with key actors from the justice system, organised in terms of the agreed work schedule.

Methodology
An appropriate methodology will be determined by the consultant with approval from the ICJ; The consultant shall always work in consultation with the ICJ; The Consultant shall follow the work plan and time schedule agreed with the ICJ in undertaking the contract assignment.

Duration of Work
The duration of the contract is for 40 (forty) days from the date of the conclusion of the contract; The consultant will work closely with ICJ Zimbabwe representatives and from time to time submit and share the progress of activities as agreed

Work/Educational Requirements

Required Expertise and Qualifications
An undergraduate degree/equivalent qualification in Law; An LLM in international human rights law and/or PhD; Demonstrated knowledge and experience in undertaking research; Demonstrated knowledge of the Zimbabwe legal framework; Experience in corruption related work, particularly in the justice sector.

Scope of Financial Proposal and Schedule of Payments
The Consultant will provide their proposal and budget. The proposal must set out the number of days needed for the assignment; The payments will be effected in 2 instalments on production of inception report and on production of final report after the validation of the findings; Applications must comprise of the following documents submitted in a single pdf file: A proposal which sets out the methodology for research, workplan, number of days needed for the assignment and a budget; Curriculum vitae; A sample of written; work produced by the applicant in the past
